Timothy Rodriguez currently serves as Chairperson on Valley Small Business Development Corporation Board of Directors. Timothy Rodriguez has been a board member for Valley Small Business for over 25 years. He graduated with a Business Administration Degree from California State University, Fresno. Tim has over 20 years of experience in commercial banking and is currently working in Madera for Citizens Business Bank as Vice President.
Antonio Avalos currently serves as Vice Chairperson on Valley Small Business Development Corporation Board of Directors. He graduated with a Ph.D. in Economics from Oklahoma State University, Stillwater, OK in 2003. Antonio’s education includes a Bachelor of Science in Economics from Universidad Popular Antonoma del Estado de Puebla, MX; a Master of Science in Economics from Oklahoma State University, Stillwater, OK; and a Ph.D. in economics from Oklahoma State University, Stillwater, OK. He is currently chairperson and a professor at California State University, Fresno in the department of Economics and has been teaching for over 20 years. He is also a research director at the Center for Economic Research and Education of Central California at California State University, Fresno.
Susan Woesner currently serves as Secretary on Valley Small Business Development Corporation Board of Directors. Susan graduated with a Bachelor of Science degree in Agricultural Business from California State University, Fresno. She is currently Senior Vice President/Manager at Citizen Business Bank in Fresno, California. She is an experienced banking professional with over 20 years of experience in the agricultural and commercial banking industry. Susan is a graduate of the Pacific Coast Banking School in Seattle, Washington.
Ginger Lozano currently serves as Treasurer on Valley Small Business Development Corporation Board of Directors. Ginger graduated from California State University, Fresno, with a Bachelor of Science in Accounting. Two years after graduation, she received her C.P.A. certification and has been practicing accounting for over 35 years. In 1989, Ginger established a partnership and formed Lozano, Lozano & Company with her husband Phil Lozano.
Julia Picher has been a Board Member since 1998. Julia obtained her Masters Degree in Social Work at California State University, Fresno in 1981; and her PPS Credential School Psychology at Fresno Pacific University in 2003. Julia is currently working for Fresno Unified School District as a School Psychologist. Julia continues to be active in her family farm in Orange Cove, which is planted in citrus, olives, and berries.
Tim Rios is currently Senior Vice President for Social responsibility Group at Wells Fargo Bank. Tim’s education includes; Universidad Internacional, Cuernavaca, MX; Monterey Institute of International Studies, Monterey, CA; California State University Fresno; and University of Virginia, Charlottesville, VA.
Peter Fong was born and raised in Napa, California and studied business and accounting at Napa College. He founded the 1st Solano Mortgage Inc. and provided financing for owners and non-owners of occupied homes during the early 80’s. He is currently the District Director of Central California “SCORE” and believes successful businesses should give back to the community by serving with civic organizations for their support and success.
Benjamin Ratliff is a native of the San Joaquin Valley. He graduated from California State University in Fresno in 1978, receiving a Bachelor’s Degree in Business Administration and Industrial Relations. Mr. Ratliff attended San Joaquin College of Law, receiving his Juris Doctorate Degree in 1983 and began his practice with the law firm of Eldridge, Anderson & Weakley in 1984. In January of 1997, Mr. Ratliff and James Weakley formed the Weakley & Ratliff Law Firm. He is a member of the Fresno County Bar Association, the American Board of Trial Advocates (ABOTA) the California State Bar Association, the Public Agency Risk Managers Association (PARMA), the Federal Bar Association and the Central California Adjusters Association. Mr. Ratliff also serves as an advisor on the City of Clovis Claims Review Committee.
Steve Ocheltree is a CPA with over 30 years of experience in business consulting, accounting and tax services, as well as installation and training of Sage & QuickBooks accounting software. His professional experience includes providing international business consulting in Mexico. He enjoys teaching and working with people and is in the process of learning Spanish so he can better communicate with his Latin neighbors. Steve is active in church leadership & other non-profit organizations that benefit our community, enjoys music, sings & plays trumpet, is a cyclist, and enjoys travel with his wife and 4 sons.
Debbie Raven graduated from California Polytechnic State University, San Luis Obispo in 1976 with a degree in Ag Business Management. Upon graduation, she began her lending career with Visalia Production Credit Association as their first female agricultural loan officer, where she ultimately served as a Vice President –Branch Manager. Seeking part-time employment so she could devote time to her raising her family, she began working for Valley Small Business Development Corporation (“Valley”) in 1990 to set up the agricultural lending program. Under Debbie’s direction, Valley became one of the leading FSA guarantee lenders in the state. She also developed and administered multiple disaster programs to assist farmers that were negatively impacted from frost, severe weather conditions, and drought. After serving in a variety of roles within the organization, she became the President/CEO in 2008. Debbie is active on many Boards and organizations including Secretary of Ag One – Fresno State, SCORE Advisory Board, Chairman of the 2013 Common Threads Luncheon, and a Community Club Dairy Leader of Elkhorn 4-H. Debbie is also a partner with her husband and son in a diversified farm operation and dairy in the Selma-Kingsburg area.
